The program involves sending tens of thousands of Chinese Communist Party (CCP) and government cadres to thousands of villages, religious institutions and neighbourhood committees across TAR to monitor and surveil local Tibetans, organise anti-Dalai Lama themed political indoctrination campaigns, and entrench and expand the influence of the CCP in Tibet.
